Where is my food?

I ordered food, uber guy asked if I was coming, I said yes, and then he sends concurrent messages "are you coming, are you coming" , just as I indicated that I was coming. Then he sends a picture witht the food in his hand, near some pavement and then uber notifies me that he left the food in a "secure place", there is nothing on the photo that shows the location and that the food was secure. furthermore, the photo does not look like it was taken at the hotel i was staying in. I lodged a complaint and uber responded:

If they’re unable to reach you shortly after arriving, they will leave your order in a secure location and document its placement for your reference.

As per policy, once an order is dropped off at the secured and documented location, it is considered complete.
