Unsuccessful Delivery and refusing of refund

On 02 August 2024, I ordered from a restaurant and my delivery was not delivered to my place. The driver claims that he delivered it and took a picture of an apartment however, the apartment he was at was not my apartment. I continuously reported this on the app but your "customer service representative" is failing to understand that I did not receive my delivery and the guy was at the wrong location. As much as he took a picture as proof, the apartment in that picture is not my apartment building. Uber Eats is refusing to return my money. My address was correct, the driver just didn't show up and they are refusing with my money.
