UberEats - Worst Service

Placed an order, waited 1 1/2 hours. Phoned restaurant and food has been ready for over an hour. When I did get hold of UberEats, they tell me they've got no drivers and will cancel the order which I've paid for and obviously is by now starving. The restaurant offers to deliver at a fee, but UberEats is not will to refund the fee, they will only cancel the order.
