Ubereats service going down the DRAIN

I placed an order via Uber Eats and the merchant got the order incorrectly, when I report the issue via the app I am told I must contact their merchants and sort out the issue with them. Since when do Uber customers contact merchants directly when incorrect order items? What policy is this as your agent says????
