UberEats refused to. Pay a refund - delivery man ****** me!

My order never arrived, when the App said the delivery has arrived. I looked through the window and there was nobody. I contacted the delivery man through UberEats App and git hold of him, he promised to return but never did. I complained via the App hoping to be refunded. I got a disappointing response that the delivery man tried to contact me when he clearly didn't. I dont understand why UberEats cannot refund me when I did reach out to their guy and we spoke telephonic but he did not honour his end of the promise, I even drove to the restaurant to collect my order , I was told that the delivery guy didn't return the order to the store. I must complain through the App. What must one do in this country!
