UberEats Reckless Driver without drivers licence

The reckless driver who bumped into my car does not have license nor does he have a passport??? He is from Malawi.? If he does not have a driver's license and he is on the road, how do these drivers become part of this organization? How is this driver vetted? Let alone that he might not even have a permit to be in the country What does Checkers, Pick n Pay, KFC, Nando's, etc do to make sure that these orders are given to legit drivers with proper documents. Are these drivers registered on any database. I feel so sorry for the customer who received the order from this Malawian reckless driver.
