UberEats Drivers are ****ers and Uber allows it

This is the second time I did not receive my order and Uber refuses to refund me. They cannot confirm where the driver left my order nor can they confirm if the driver tried to contact me. I am being told that the driver left the order at a secure location but not saying where exactly. I was outside when I called the driver, I would have seen the order if it was left outside. This means that uber is not protecting their customers because what you are telling me is that the driver can say that they have delivered the order even when they haven't but its the customer's responsibility? Uber could not provide information about with who or where was the order dropped.
