UberEats and hungry drivers with poor service

Today at 23/05/25 I ordered food through Uber eats. I followed the driver on the app and noticed that the driver said he delivered the food and that time the driver took a pic of the building opposite mine and confirmed delivery. There is no door where he could say he delivered the food in front of my door but a office building. I called uber eats and i was told to send the request to uber help of which i did. Uber eats came back to say i do not qualify for a refund for food clearly not delivered to me. Bad service from them.
