Uber eats very poor service

I oder Pedro’s Woodburn yesterday using uber eat, and the delivery guy press hooter once, when I came out, there was no one. When i checked the app, there was picture showing my order was left outside the gate. I went there , there was nothing. I called Pedro’s, they told me the Guy left , and he is not back with my order. Drivers name is Sizwe. I contacted uber eat via email, they told me that they are not going to refund me. I tried to explain to them, that my food was not delivered. And if the driver said he delivered, how can he leave food outside the gate. They are refusing to refund me and to give me my Oder. I’m really angry. Even their customer support service, is very poor, it is not helping at all. They are not replying on my questions. Can you please assist me
