Uber Eats Refuses to Help Customer with NO ORDER Received

Driver comes with goods to delivery location and only have half the order. He then leaves and says will bring the rest of the order. I log the call with UberEats help and they say and I quote from email below. ( Thanks for reaching out, Nathan.
