Uber eats no delivery done

Uber eats (Order Number 7A5DF)deducted money from my account and no delivery done because the Uber driver had no driver’s license to enter my estate. The driver claims the delivery was left at the gate, but as a general rule security guards aren’t allowed to collect anything on behalf of residents. So in a nutshell I have been duped by Uber Eats. How do you allow drivers who don’t have licenses in your service? No refund done either
