Uber eats cannot find me a driver

Ordered food, waited an hour for a driver. A driver was going to pick up the food when last minute he cancelled the pickup. Waited another 20 min to “find a driver”, decided to cancel the order. Upon cancelling the robot chat told us we will be charged a cancellation fee (which is the full order amount). This is ridiculous! How can we be charged for the cancelled order when Uber eats cannot find us a driver?! If we wanted to go fetch the order ourselves, we would have. Is this not the reason for delivery services? That we do not have to drive because the delivery service cannot find us a driver?!
