Uber Eats bad service

I ordered Pizza which never arrived at my location When I followed up, they told me that the driver couldn't reach me and he left it on the pavement. I live in a complex, so I was waiting for the driver to call me so I can open the gate for him, I saw a 060 number that rang once, I immediately tried to call back but it took me to voicemail, five times but i never receivedhis call . Few minutes later I checked the App and it Said the order was delivered I messaged Uber Eats contact centre, they unfortunately said I'm not eligible for a refund because the driver tried to contact me but failed
