Took my money, incomplete order

I ordered Pedro's via Uber eats and I didn't receive my full order (one meal short) I called Pedro's dobsonville and I spoke to Sewela managed by Sifiso and she advised that I should complain at Uber eats not them... I asked them who packed the meal? Is it them or Uber? The lady said it is them but they can't assist I should complain at Uber... They didn't even empathize or apologize - what a poor service I received. UberEats didn't even bother...
