Terrible service from UberEats

I ordered a meal via the app. The food never arrived and I was charged for it. Uber doesn't want to refund me as there is a pic from the driver of food left on the floor. The driver made no attempt to contact me and trying to call Uber is a complete waste of time and more money. It's unacceptable! Not sure where he delivered and took the pic but it certainly was not at my home.
