Terrible Service from Uber Eats Houghton

I placed an order with my last money today and it was not delivered. They day the driver tried to contact me but I did not receive a call or message. Neither did my security at the complex. The security confirmed no one came to deliver for me today. This guy took a picture which I seen on the uber eats app. That is not where I live. I placed the order for convenience as I just had a baby and I am unable to go out. They took my last money and refuse to refund me. The driver is said to be a Mark. Please help as I need the items or either a refund!
