Special instructions on order not heeded

I ordered via Uber Eats on 26 November 2020 & special instructions were not heeded by the restaurant. Uber Eats customer service did not see anything wrong with that & rather stated there's nothing they can do. The first response from Uber Eats customer service was that I had requested extra food under special instructions which is not the case. When I tried to complain further my response was blocked both on email & app. But same happened to my previous order some time back & I was offered a refund.
