Refund Request

I placed and order for 9 items and my account was debited for such, when my order arrived only 4 items arrived and the order had been altered to half of what I was charged.. What nonsense is this how do you change an order that one has already paid for and then don't even deliver those items. Disgusting to say the least can we kindly be refunded
