Purposeful delay on delivery

Ordered food that was ready for collection but driver arrived at pickup spot but didn’t collect the food but rather waited till I called to enquire why my food are taking so long. Driver even **** to say the restaurant was the one delaying but it was him. My food took over an hour to arrive, from a restaurant that’s about 10 min away.
