Paid for an order but order was never delivered

I made two orders but only one order came the other one didn't come. The driver said his at the door when he wasn't and he went and registered the order as delivered. He sent the picture of where he was which was miles away from me. My question why would he deliver so far when the first order arrived without any problems, did he do this on purpose as I've been hearing a lot about orders not been delivered at ubereats. Is this the normal thing that the delivery guys are doing and taking our orders for themselves. I want my refund if im not getting my order please. Imagine it's my birthday trying to treat myself with the little that i have only to be wrong by you.
