Orders not delivered

Uber eats offers the absolute worst service. I had 2 orders that were cancelled by drivers. I have been told that I will not be refunded. On both occasions I tried to reach out to the drivers and they did not pick up, I'm not sure if their numbers do not work or what - the reason I was given is that they had tried to contact me for more than 8 minutes when I did not receive even 1 call from either drivers.
