ORDER NOT DELIVERED

Driver deliver my order to a WRONG address and Uber Eats refused to refund, Uber Eats refusal reason being that the driver followed the procedure and waited for 8 mins plus he tried to contact me. The facts are: the driver went to a wrong street with the same house number but claimed that he has arrived and when I told him to come in he show me a photo of someone else's gate that is closed. I tried to call him but could not get through so I message him the address again but he insist he was at the right "number" but he did not realize he was at a wrong street! Uber Eats sated the reason they will not refund because the driver did follow the procedure and arrived the destination. BUT how can a wrong address be the "destination" , the driver was clearly at a location that is not the delivery address that I've requested (he post a picture with pin location as proof-which showing he was at a wrong street). I requested Uber Eats to review the photo that the driver posted as proof and to compare to my delivery address then they should clearly see that it was not my fault that the order was not delivered. They can not expect me to go to the wrong address to collect my order and it is not fair that I have to paid for the driver's mistake (Not sure what kind of policy that Uber Eats has that request the customer to paid for the order even when the driver arrived at an incorrect destination)!
