ORDER NEVER RECEIVED-"NO REFUND DUE"

I paid for my order but it was never delivered. I got a notification that the order has been delivered while i never received. When i followed up I was told the driver called me and waited so i wont get a refund, yet I never received a call. I called the delivery person(Issac) and he said he is outside but on the app it showed that he is 2minutes away, i went outside my place but he was not there. Few minutes later it shows that my order was delivered/completed on the app, a photo of my order was posted by Issac as proof that the order was delivered but, the area/surrounding on the photo is not my place/ my door step. I have tried several times to either get my food that i paid for or get my refund but I am told that there is no refund due yet the order was never received.
