Order never received

Ordered on the KFC app, driver texted advising he's at the gate. Rep**** asking him to get inside the complex I will be waiting for him outside. a minute after I saw a message that order has been delivered, tried calling the driver and it didn't go through.tried reporting on their app but I was told "We reviewed your order again and can confirm that it isn’t eligible for a refund.
