Order never delivered

I ordered through Uber eats for my sister who is hospital with a sick child. The driver never called and said he has arrived and the app kept on saying that he is 2min away from the Hospital. Then I called him to find out how far he is and he said he is downstairs waiting. My sister sent the other child to go and collect but when she got downstairs he was gone and when I called him to tell him she is downstairs he told me he left. I asked him where is the order he hung up on me and blocked my number. My sister never got her food also he didn't return it to Burger king.

I want my money back because he never was planning on delivering the food because the picture he loaded on the system that he delivered it, is that the food is still in his bag. Also how can he close the order as completed without the pin.
