Order never arrived

I made an order that never arrived, the delivery person never arrived at my place but said they waited longer and I never came out. The person never called me as well, I called numerous times when I saw on the app a message saying she’s outside but there was no one and I was outside, but she never answered my calls. She left with the food and when i laid a complaint on the app I’m told my case is not eligible for refund.
