Order I didn't receive from UberEats

Hellopeter I ordered from Uber Eats on Monday, but I didn’t receive my order, even though I provided the correct location and all necessary details. I waited in vain, only to find out they delivered my order to a location I don’t even recognize. I tried to communicate with the delivery driver but got no response. When I escalated the matter to Uber Eats support, they told me that the order isn’t eligible for a refund because the driver waited for 8 minutes. My question is: was Uber Eats supposed to drop off the order anywhere they like if they couldn’t find the person?
