No refund and no delivery

I placed an order for overR250 and went outside when receiving the message the delivery person is Close by. No one was there and I waited and waited and waited. I received a call from the app but the delivery person couldn't connect so we could not make an arrangement or track each other down. This went on for quite a few minutes and then I noticed the app stated the order was delivered. I then tried through the app to call the delivery person and he didn't take my calls and I also went onto the app and opened a query. According to Uber eats the delivery person followed the policy and left my order somewhere which they claim is at my address, which it's not. so, they will not refund me and neither are they assisting me in trying to get hold of the delivery person to track down where he left my order...
