No deliveries in certain parts of Soweto

So, it's definitely been a year since UberEats has arrived in Soweto. I'm still confused as to why it's still not delivering in certain areas of Soweto. I haven't changed my location in the padt year either and every time I download the app. I'm told to vote for my area and from me alone. I feel like I voted a thousand times and still. We don't have access to the service.
