Never refunds incomplete orders

Twice now I’ve ordered food where the restaurant doesn’t have items available and Uber Eats refuses to refund, saying it’s not refundable! How? If you pay for it and you don’t receive what you’re paid for? Their support also just closes the call for support, they don’t give AF. Going back to using Mr. Delivery
