Missing items - No refund

Ordered three Colonel Burger Meals from KFC (for R25 extra per meal) and only received the burgers. According to UberEats they cannot refund me due to certain policies. I fail to see how these policies prevent them from refunding customers when items were not delivered. Needless to say this app is being deleted from my phone today.
