Food and safety standards at Uber Eats

I ordered Pizza from Uber Eats. Unfortunately I missed communication from Uber regarding my delivery. Uber has confirmed that it was OK for the driver to put my food on the pavement and leave it there and that counts as a valid delivery? We live on a public road, when we went outside there was no food there. The driver could have taken the food with after taking the picture of the food left on the pavement outside the gate, who knows? More importantly is that how can a company responsible for handling food condone leaving food on the pavement. Surely they could have returned the food to the restaurant. I feel the company's behavior shows how little regard they have for their customers.
