Drunk UberEats driver enjoys my pizzas for himself

We ordered Pizza Perfect through UberEats from Pizza Perfect Woodlands 12/04/2022 at 19h15. By 19h50 our order was collected and on its way but by 20h04 our ETA started changing and a message came up saying "your order has been delayed" and by 20h30 I decided to call Pizza Perfect Woodlands. They knew about my order, read it back to me so I know that was our order. They then told me, no this guy left a long time ago but the driver (Pumi) was waiting around before the order was ready, was drunk and obnoxious. They still gave him the order (why, I don't know) and that guy disappeared with it. So I had to go by McDonald's because by that time, Pizza Perfect was closing. This stupid app kept changing the ETA until 22h40 and then it said our order was apparently completed. Complete bullsh$% is more like it. So why cant the restuarant not report a drunk driver? Why is there no way to report this whit Uber while it is happening? There is no way to report anything while you wait for an order that will never arrive. Will I get refunded? Doubt it. Not to mention it being against the consumer act, it's just un user friendly.
