Delivery not adhered to

This is the second time delivery had to be done and the driver could not get into the Estate due to 1. Not having a license 2. Having an expired license disk I don't understand how door to door / leave at door delivery is offered but cannot be done, what about people who actually has covid and require leave at door delivery? Delivery is paid for but not adhered to.
