Delivery guy *****ing food

On the 31st at around 18:00 I made an order for Roman's Pizza. The driver completed the delivery on the app without delivering the pizza. According to Uber eats he took a photo of the food showing that he delivered but that is not the case. He also claims to have called but I never received a call. He claims to had been waiting by our gate as per the "meet at door" delivery instruction but when we check our camera he was never by our gate matter of fact when we check the cameras by the street we saw a deliver scooter just randomly standing by street. I have been using the same delivery address for all my deliveries and this is the first time we are experiencing this. When he completed the order we called him multiple times and he did not answer matter of fact this particular delivery guy, Mlungisi Innocent is flagged as someone who is continously *****ing food / ****. Uber then says they will not be refunding us for the food ******. If he claims that no one came to collect the food even after calling me why was the delivery not canceled and the reason for cancelation stated instead he completed the delivery after he left the area ensuring that we cannot collect. Nothing is more upsetting than knowing that a business doesn't care about it's customers. Why is a person who has been flagged for theft still hired to deliver items/orders ?

I have multiple screenshot and videos showing that the driver did not deliver the food. I want my refund. I can provide them if needed to proof that he didn't deliver but took out there order from his delivery bag and took a photo then return it in bag and drove away
