Charged for food I never received twice

Uber east has become the worse delivery company with their drivers not delivering food and get charged for. On the 23rd December I ordered food and the order was not processed but money was debited on my card I logged a complain and I was told the money will be refunded within 7 days which never happened.when I logged a complain again I was told unfortunately I can't be assisted because it's after 7 days.

On the 16 the January I ordered food again order was cancelled now when I try to order it needs me to pay for that order first which I didn't receive.
