Bad service from Uber eats

Driver arrived with half of the order. I sent him back to collect the rest without taking any items from him. He said he would return. He never did. I complained on app and they said I would be refunded for half the order, which is unacceptable as I did not receive any order. I tried calling and emailing them directly to find a resolution to the issue but to no avail.
