TymeBank with no local support

I am not sure who is to blame here. TymeBank or Pick & Pay. For the past three weeks, there is not a single TymeBank Kiosk available in Kimberley, although there are two Pick & Pay braches and one Boxer branch. The ladies at Pick & Pay assured me that they phone every Monday to no avail. So, how can I have a TymeBank account with no support?
