Once you close your account, you can never open one again

I opened a Tymebank account a few years ago to try it out, but it didn't really suit my needs so I contacted their customer support and closed my account.

Now I would like to try it again, but I have been unable to open a new account. I contacted their customer support and was informed that once you close a Tymebank account, you can never have one again. This was never mentioned to me when I closed my account.
