money when off twice on my account even though the transaction declined.

on the 13.09.2020 i paid with a Tymebank card the first attempt the card declined the second time i tried the transaction went through immediately a double deduction went off my account. i notified the bank the following day the case was open, i have followed up with the bank more than four times. i have got not feedback till today. i am so disappointed i am just glad i wasn't the large amount of money that i am trying to recover. i even regret opening the account after receiving this kind of a service.
