Debit hold nightmare

I have never seen anything like this. After a simswap my account was blocked. I called the ***** division asking them to unlock my account. She advised me to go to the app and I will need to take a selfie. I borrowed a phone from a friend and downloaded the app. Tried taking the selfie but it said there's a problem at home affairs. I call the bank again and a lady said that me not being able to take a selfie is due to home affairs not having my picture. I use the USSD for banking,I don't own a smart phone,there's no PnP nearby,so there's nothing I can do and no other bank does that.
