Tut never available to assist

I am a former student at TUT, living in the Netherlands. I am trying to get a copy of my Diploma. The website does not work When I email the University they send an automated reply that I can only get a copy if I submit online forms which does not exist as the site is down. I have called there office and no one answers the calls. Very frustrating , there seem to no line of communication to the TUT.
