Unsatisfied customer

I bought sandals and used a voucher on top of the amount. I went to exchange and I was told I need to pay the difference to do an exchange which is nonsense. I wanted an exchange and not a refund. Nowhere on the exchange policy does it state that I need to top up the amount when I want an exchange
