Parcel collection policy

I don't understand how there can be absolutely no other way for one to retrieve their parcel without the actual Identity Document, whereas the sms that notifies you that your parcel has arrived states that you should bring "proof of identity" which the last time I checked could be a certified identity document or any other documents that serves as proof of your identity... What a tedious and draining process.
