TrueCode - Bad Service

I engaged with the owner of True Code (truecode.co.za) to build me a website. I paid 80% upfront for the work to start. The work started off well but then the owner disappeared. 20% of the site is done, I have asked for a meeting to run through the site to make changes, update images, etc. He has canceled all my calls, blocked my number. I have asked him for a refund and he can deduct for the work done but he has disappeared
