Can not go on holiday!

Tripadvisor put a reservation on the only money in my credit card - owner was to respond within 24hours which she did not and I got email my account wont be charged, almost one week later the money has not been put back and I am unable to make any other booking! What must I do? Bank says they cannot lift reservation.
