Overcharging on Airline Penalty

Hi I booked 5 airline tickets in August 2017 to fly on 18 December 2017. On Monday 4 December 2017, I cancelled on of the tickets due to the person not being able to travel for whatever reasons. I emailed Travelstart to cancel the ticket, which they duly did. However when I asked for a refund this is what they say I'll be refunded.

Fare and Taxes :ZAR2169.58 Airline Penalty :ZAR1915.00 Refundable amount :ZAR254.58

I feel this is **************** because that seat will definitely be sold, so the airline is basically selling one seat twice at my expense. I was expecting a cancelling fee of about R500 but certainly not R1915.00 on a R2169 ticket. Is there any avenues I can follow to take Travel Start and the airline on for changing such an incredible cancellation fee?

thank you for your feedback. Please be advised that as a third party, we need to adhere to the cancellation conditions of the airline. In this instance, the ticket booked is non-refundable in case of a refund and the airline is only refunding the unused taxes.
