NOT PAYING a confirmed REFUND

It has been almost 8 months since the airline canceled my ticket, the airline was fast to confirm the refund amount. Travelstart took 4 months to confirm the amount... Then it asked me to confirm/accept the refund quote, another few months

Then I needed to confirm the bank account, which I did (immediately), now it is still not attended to.

HOW can they not have a ticket system or a call centre (that actually works)?

I respect the catastrophes in their line of business, but honestly this is unreasonable
