bag taken from city to city bus

The city to city bus that I travelled on was an hour late in picking me up. My bag was put into the luggage compartment without a sticker on to identify that it was mine. When we got to Somerset West I went to check if my bag was still there and discovered that it had been ****** out of the luggage compartment. The driver told me I could contact the claims office and lay a claim which I did the next day. I was then told that their agents will look into it and contact me back. I waited 1 month and then was told that I need to read my ticket and that they are not liable for ****** luggage. Surely if the bus driver had put the sticker on to identify my bag he would have not allowed someone else to take it or was he negligent in that we were running an hour late. I feel if they had done their job properly then my luggage would still be safe.
