Toyota warranty refusing to fix safety issues

I reported that my steering wheel shudders a hell of a lot when braking since my vehicle had 30 000km on the ODO. Every time they come with excuses and stories about the brakes having dust on and that they have cleaned it. On every service after the 30k km service, I logged that something is wrong with the brakes. On 50k km service they advised me that the disks needs to be skimmed and the pads need to be replaced but there was a recall and they must do it under the warranty. They could not do it at the time because the service manager was on leave so I had to take my vehicle back. I got busy and did not take the vehicle back so I requested it to be done on the 60k km service. Now they let me know that for the warranty claim the vehicle must be below a certain km and that my car is over the the limit and I need to pay for it. This is unacceptable and I will not tolerate this. This is a R700k vehicle and the brakes should most definitely not be a problem on 30k km let alone even on 90k km.
